Rolf Harris and the queen

Just an observation, but when Rolf Harris was commissioned by the BBC to have a portrait of the Queen done, Rolf chose quite an unusual colour for the Queen's dress, she doesn't often wear a colour such as this, so why did he choose this colour. Normal people will instantly associate this coulour with the Queen as it is on our £5 notes. Have a look.
